The action has been initiated under Section 27(1) of the Uttar Pradesh Urban Planning and Development Act, 1973, after a detailed inquiry, hearing and examination of records. The demolition order comes as part of the Uttar Pradesh government’s ongoing drive against illegal constructions and violations of land-use regulations. According to officials, the action follows a comprehensive investigation into the university campus, during which authorities concluded that only two buildings had valid approvals while the remaining structures were built without the mandatory sanctions. Rampur District Magistrate Ajay Kumar Dwivedi said strict action is being taken against illegal constructions across the district in line with the state’s zero-tolerance policy. He said the inquiry into Mohammad Ali Jauhar University was initiated based on a report submitted by the Regional Junior Engineer.
Following the report, the university management was served a notice and asked to present its case before the Rampur Development Authority. The university submitted its written response on July 8, while a personal hearing was conducted on July 15 in the presence of officials and legal representatives from both the university and the Development Authority. During the hearing, the university argued that its campus is situated in Singankhera village, which, according to it, was not included within the jurisdiction of the Rampur Development Authority before September 27, 2024. On this basis, the university contended that it was not required to obtain approval of its building plans from the Development Authority. It also maintained that the constructions had been completed much earlier and therefore could not be declared illegal by applying current rules retrospectively. The Rampur Development Authority rejected these submissions. In its order, the Authority stated that although Singankhera was included in the development area at a later stage, approval from the competent authority was mandatory under the law applicable at the time the buildings were constructed. The inquiry relied on records received from the Rampur Zila Panchayat, which showed that only the Medical College building and the Academic Block had approved building plans. No valid approvals were available for the remaining 38 buildings constructed on the university campus. According to District Magistrate Ajay Kumar Dwivedi, the Development Authority also observed that the university management itself was aware that approvals were necessary, as it had obtained permission from the Zila Panchayat for the Medical College and Academic Block.
