US President Donald Trump could disclose the intelligence during a speech on Thursday in which he is expected to discuss alleged vulnerabilities in America’s voting infrastructure and the possibility of foreign interference in elections, Reuters reported citing sources in the know. The intelligence in question was collected and analyzed during Trump’s first term and is believed to focus on whether China had the capability or intent to disrupt the 2020 US presidential election.
However, Reuters reported that the classified material does not show that Beijing manipulated votes or altered election results. The intelligence reportedly formed part of internal debates within the US intelligence community during and after the 2020 election regarding foreign interference threats. Trump administration officials publicly warned at the time that Chinese hackers were targeting election-related infrastructure. However, multiple intelligence reviews ultimately concluded there was no evidence that any foreign government successfully altered votes, voter registrations, ballot counts or election outcomes. A 2021 assessment by the US intelligence community found no indication that any foreign actor attempted or succeeded in changing the technical aspects of the election process. Christopher Porter, who served as Intelligence Officer for Cyber during Trump’s first term, submitted a dissenting assessment arguing that China possessed the capability to interfere in US elections and may have been attempting to do so. A version of Porter’s dissent was included in the public release of the 2021 intelligence assessment.
Why Is The Potential Release Controversial? The debate is not over whether China interfered in the 2020 election, but rather how intelligence regarding China’s capabilities should be interpreted. Several sources told Reuters that some officials worry the Trump administration could use the material to bolster claims that foreign actors influenced the outcome of the 2020 election, despite repeated intelligence findings to the contrary. Trump has continued to argue that the 2020 election was flawed and has frequently suggested foreign involvement, even though courts, election officials and intelligence agencies have found no evidence that votes were altered. Current and former intelligence officials are reportedly concerned that releasing classified material could create a misleading impression that China successfully manipulated the election.
