Azam Khan's Jauhar University Gets 15-Day Notice Before Demolition of 38 Buildings The Rampur Development Authority (RDA) on Wednesday ordered the demolition of 38 buildings at Mohammad Ali Jauhar University, founded by jailed Samajwadi Party leader Azam Khan, after concluding that the structures had been built without approved building plans. The demolition order was issued under Section 27(1) of the Uttar Pradesh Urban Planning and Development Act, 1973, following a detailed hearing and examination of records, officials said. Azam Khan had served as the Chancellor and lifetime president of the Maulana Mohammad Ali Jauhar Trust, which operated the university. 38 buildings lacked approval Rampur District Magistrate Ajay Kumar Dwivedi said the action was initiated after a report by the regional junior engineer pointed to alleged unauthorised constructions on the university campus. “…A few days ago, it came to notice that certain constructions inside Jauhar University were not carried out as per rules. An inquiry was conducted, and prima facie it was found that some buildings had been constructed without the required approvals," Dwivedi said.
He said a notice was issued to the university, after which it submitted written objections. A personal hearing was held on July 15 at 11 am, where university representatives presented their case. “After analysing their written objections and statements, it was concluded that out of the 40 buildings in the university, 38 had been constructed without proper approval and documentation," he said. According to the District Magistrate, the institution has been given 15 days to remove the unauthorised structures on its own. “If it fails to do so, further action will be taken. The order has been passed, and the charge is currently with me," he added. University defended construction The university submitted its written reply on July 8, while the hearing on July 15 was attended by officials and lawyers representing both the university and the RDA. During the proceedings, the university argued that Singankhera village, where the campus is located, was not under the jurisdiction of the Rampur Development Authority before September 27, 2024. It maintained that approval from the RDA was therefore not required when the buildings were constructed. The university also argued that the buildings had been built much earlier and could not be declared illegal under the present rules. RDA rejects university’s arguments The Rampur Development Authority rejected these submissions, stating that approval from the competent authority was mandatory at the time of construction, regardless of whether the area was later brought under the RDA’s jurisdiction.
