Chief Minister A. Revanth Reddy led Telangana Government has finally resolved to replace the entire software and architecture of the integrated land records management systems portal Bhu Bharati. The Bhu Bharati portal was operating on the old software and architecture of Dharani portal, with some changes. The State Government has reportedly taken a decision to rectify the frequent lapses in the portal once and for all to put an end to complaints from the users. The system replacing Dharani — introduced by the previous Bharat Rashtra Samithi (BRS) government — has been encountering problems since its inception last year.
For instance, Dharani software left the scope for intrusion into the portal using the biometric credentials of the operators who regularly operate the portal for land related transactions. This will enable vested interests to gain access to the portal and alter the data pertaining to land without the consent of the landowners, which is against the provisions of the Bhu Bharati Act. Though officials are confident that there was no scope for accessing the master data stored at the back-end, members of the team, which studied the functioning of Dharani after the Congress government came to power, express their own doubts.
“Who knows how many backdoors have been kept open in the previous regime?” was how a member who was engaged in extensive study of the operation of Dharani questioned. Illustrating the concern is the occurrence of frequent complaints over changes in the land information like change in the owner’s name without his/her consent and absence of some survey number. Bhu Bharati ran into problems mainly because of the use of the architecture and software used in the Dharani portal. Though there have been recommendations to replace the security architecture and software of the Bhu Bharati portal for making it tamper proof, the government thus far did not initiate any steps in this direction.
As the land transactions kept rising and the complaints increasing, the government has finally decided to do away with the problem-prone software and architecture and software. Accordingly, it is learnt to have entrusted the task of designing and preparing the new portal to the public sector firm Informatics Centre (NIC) which has already been managing the Bhu Bharati operations. “The new system is likely to be available within three months,” a senior official associated with the development told The Hindu.
