The UN Human Rights Monitoring Mission in Ukraine (HRMMU) said that civilian deaths in the first six months of 2026 have climbed to nearly 1,400, marking a 37% increase compared with the same period last year and more than double the figure recorded during the corresponding period in 2024. The UN attributed the sharp rise in casualties largely to Russian strikes using long-range missiles against residential areas in major cities, including Kyiv, Dnipro and Odesa.
UN Warns Of Escalating Civilian Toll Danielle Bell, head of the HRMMU, said the latest figures point to a worsening humanitarian situation. “June’s figures show an alarming escalatory trend with mounting civilian toll, driven by the intensifying use of powerful weapons that are particularly deadly when used in densely populated urban areas," she said. According to the UN, civilian casualties caused by long-range weapons rose by 60% between January and June compared with the same period in 2025. The findings come as Ukrainian officials continue to press Western allies for stronger air-defence support. Kyiv has repeatedly warned that intercepting Russian ballistic missiles remains a major challenge and has sought additional missile-defence systems from European partners. Ukrainian authorities have also lobbied the United States to allow domestic production of Patriot interceptor missiles, which are considered among the most effective systems against ballistic threats. The UN said short-range drones remain the primary threat to civilians living close to the front lines. Bell said the widespread use of drones has dramatically changed daily life in affected areas.
“Many describe feeling hunted by short-range drones simply for attempting everyday tasks such as shopping for food, walking dogs, cycling, working in the yard or traveling to safety," she said. According to figures compiled from Ukrainian local authorities, Russian attacks in the first half of the month have already killed at least 240 civilians and injured 1,904 others.
