Two law students have been arrested for disrupting proceedings during a Supreme Court hearing, abusing those present in the courtroom and assaulting a security staff member, police said on Wednesday. The accused, Prabal Pratap Singh, 24, a third-year law student at Lucknow University from Uttar Pradesh's Etawah district, and Chander Bhan, 23, a second-year law student from Raebareli, were arrested in connection with an incident that took place in the apex court on July 10.
Read Full Story According to police, the disruption occurred inside Court No. 13 during the hearing of a Special Leave Petition (Civil), Prabal Pratap and Another vs State of Uttar Pradesh through Commissioner. Prabal Pratap, who was appearing as the petitioner-in-person, disrupted the proceedings by using abusive and unparliamentary language, throwing papers inside the courtroom and creating a commotion. "When security personnel intervened to maintain decorum and restrain him, he used criminal force against the complainant, obstructing him from performing his official duties," a senior police officer said.
Based on the Supreme Court's observations regarding the conduct of the accused, both were taken to the Institute of Human Behaviour and Allied Sciences (IHBAS) for medical evaluation. Doctors found that neither required immediate psychiatric intervention, police said. During the investigation, police also recovered pamphlets containing objectionable content from the accused. An FIR was registered at Tilak Marg police station under relevant provisions of the Bharatiya Nyaya Sanhita on the complaint of a Supreme Court security staff member.
The two accused were subsequently remanded to two days' police custody, and further investigation is underway. Ends
