(AFP photo) A Russian drone struck an apartment building in the Romanian city of Galati on Friday, injuring two people and triggering fresh alarm across NATO’s eastern flank. The incident marks the first time since Russia’s full-scale invasion of Ukraine that a residential building outside Ukraine has been hit by a drone linked to the war. Romanian officials called it a “serious and irresponsible escalation" by Moscow, while the European Union and NATO condemned the breach of airspace and warned against further incursions. The strike has now raised a key question across Europe: could this push NATO towards Article 5, its strongest collective defence clause? What Happened In Romania? According to Romania’s defence ministry, the drone was part of a wider wave of Russian attacks on Ukrainian targets near the Danube river border.
During the night of May 28–29, one drone crossed into Romanian airspace and was tracked by radar deep into the southern part of Galati. It then crashed into the roof of an apartment building in the city centre, sparking a fire and injuring a 14-year-old boy and a 53-year-old woman, both of whom were taken to hospital. Romanian forces scrambled two F-16 fighter jets after detecting multiple drones in the area, but officials said they did not have enough time to intercept this one safely. A defence official said there were “no realistic opportunities to engage it safely", as the window to act was just around four minutes. Why Drone Was Not Shot Down? The Romanian military has faced repeated drone incursions since the start of the Ukraine war, but most have ended without impact. This case, however, is different because it resulted in a direct hit on a civilian building. Officials stressed that air defence systems were monitoring the situation, but the speed and trajectory of the drone left very little reaction time. “The time we had available — four minutes — was extremely short," General Gheorghe Maxim from the Joint Forces Command told a press conference. Romanian President Nicusor Dan later said the decision not to shoot it down was made to avoid risking civilian lives on the ground.
‘Absolute Solidarity’ With Romania: NATO The North Atlantic Treaty Organization (North Atlantic Treaty Organization) condemned the incident and expressed full support for Romania. NATO chief Mark Rutte said after speaking with the Romanian president that Russia’s behaviour was “reckless" and a danger to all alliance members. He added that NATO stands ready to defend “every inch of Allied territory". The alliance also confirmed that its top military commander, US General Alexus Grynkewich, had been in contact with Romanian military officials to coordinate closely as investigations continue. NATO said both sides agreed to stay in close contact and consider additional defensive measures. Despite the strong language, NATO sources said there is currently no sign that Romania will request Article 4 consultations, which allow members to formally discuss security threats. Even that step would fall well short of Article 5. Will NATO Invoke Article 5? At the centre of the debate is NATO’s collective defence rule under Article 5. It states that an armed attack against one member is considered an attack against all. However, NATO has only ever used Article 5 once in its history, after the 9/11 attacks in the US. In practice, activation depends on whether allies judge the incident to be a deliberate and serious attack, not an accident or spillover from the war in Ukraine.
In this case, early reactions suggest caution. The drone appears to have entered Romanian territory during a strike on Ukraine, and officials are still assessing whether it was intentional or a navigation error. For now, Article 4 consultations remain a more likely step if Romania seeks formal allied discussions. Article 5, while not ruled out in extreme scenarios, is still considered highly unlikely based on current assessments.
