(PTI Photo/File) Amid an ongoing political controversy over the Karnataka Permanent Resident Certificate (PRC), the Revenue Department has operationalised the process, allowing eligible applicants to apply for the certificate from Friday. The department has issued a detailed operational framework and standard operating procedure (SOP), laying down the eligibility criteria, application process, verification mechanism and the roles of various government departments in issuing the certificate. The Permanent Resident Certificate can be obtained by submitting an application through Seva Sindhu, Nadakacheri, Bengaluru One, Karnataka One or Grama One centres. After verification, the certificate will be issued by the Tahsildar. The Revenue Department had earlier notified the eligibility guidelines. With the issuance of the operational framework, dated June 29, 2026, the government has now cleared the way for citizens to begin applying for the certificate. One Eligibility Criterion Is Sufficient According to the notification, an applicant needs to satisfy any one of the prescribed eligibility conditions to qualify for the Karnataka Permanent Resident Certificate.
The criteria include Residence: The applicant should have resided continuously in Karnataka for at least 10 years. Birth: The applicant should have been born in Karnataka. Education: The applicant should have studied for a minimum of seven years at educational institutions in Karnataka. Property: The applicant should own land or immovable property in Karnataka. Government Service: The applicant’s parents should be serving in the Karnataka government or in Central government institutions located in the state. Government Records: The applicant or their parents should be recorded as an ‘ordinary resident’ in official records such as the electoral roll, Aadhaar, ration card or other revenue records. Marriage: The applicant should be married to a resident of Karnataka and living in the state. The operational framework states that the certificate will be issued after the applicant’s documents and eligibility have been verified by the relevant revenue authorities. Verification Process According to the SOP, the verification process will involve Scrutiny of documents submitted by the applicant Field verification, wherever necessary Cross-verification with government databases and revenue records Final approval and issuance of the certificate by the Tahsildar The Revenue Department has also directed that the digital verification system be integrated with the Informatics Centre (NIC) and the Department of Personnel and Administrative Reforms (e-Governance) to ensure seamless processing.
