Several Assembly constituencies in Bengaluru have emerged as the slowest-performing segments in the distribution of enumeration forms under the ongoing Special Intensive Revision (SIR) of electoral rolls. On the contrary, many constituencies in north and central Karnataka have achieved near-complete coverage, according to data released by the Election Commission. The State-wide exercise has gathered pace, with 82.45% of enumeration forms distributed to electors as of 6 p.m. on Wednesday. Of the State’s 5,54,32,314 electors, forms have been issued to 4,57,05,239 electors through Booth Level Officers (BLOs). Least in Bommanahalli Among the Assembly constituencies with lower distribution rates, Bommanahalli recorded the lowest progress at 35.01%, followed by Bangalore South (39.95%) and Govindarajanagar (40.25%). Other Bengaluru constituencies that reported relatively slower progress include Mahalakshmi Layout (40.75%), Hebbal (41.06%), Yeshwanthapura (41.10%), C.V. Raman Nagar (42.02%), Malleshwaram (42.69%), Dasarahalli (42.72%) and Shantinagar (42.73%). The list of slower-performing city segments also includes B.T.M Layout (42.84%), Rajarajeshwarinagar (43.03%), Padmanabhanagar (43.04%), Byatarayanapura (43.90%) and Mahadevapura (44.89%). The Election Commission has assigned senior officers as nodal officers to monitor progress in these constituencies and BLOs have ben asked to intensify distribution.
Urban challenges The comparatively slower progress in Bengaluru has been attributed to difficulties in reaching electors in urban areas, particularly in apartment complexes where many residents may not be available during working hours. Chief Electoral Officer V. Anbu Kumar said BLOs had been instructed to make repeated visits and ensure that forms were handed over only to the concerned electors. Near-total coverage in rural areas In contrast, several Assembly constituencies outside Bengaluru have achieved almost complete distribution of enumeration forms. Devadurga, Kumta, Hirekerur and Mayakonda recorded 100% distribution, according to the progress report. Other high-performing constituencies included Karwar (99.92%), Mulbagal (99.83%), Melukote (99.79%), Ron (99.78%), Hiriyur (99.64%), Chitradurga (99.61%) and Challakere (99.59%). Constituencies such as Kanakagiri (99.47%), Davanagere South (99.27%), Kudligi (99.16%), Shravanabelagola (99.09%), Arsikere (98.99%), Holenarasipur (98.97%), Hangal (98.96%), Molakalmuru (98.90%) and Davanagere North (98.89%) also recorded high levels of completion. Digitisation remains at early stage While form distribution has progressed substantially, digitisation of the collected forms is still at an early stage. A total of 56,65,447 forms (10.22%) have been digitised so far.
