District Industries Centres will be strengthened as a single point of contact for investors and start-ups as part of the implementation of the State Business Reform Action Plan (SBRAP) this year. As part of the plan, changes have also been recommended to make the process to secure building permits easier. The Department for Promotion of Industry and Internal Trade (DPIIT) under the Union Commerce Ministry has been implementing the SBRAP since 2014 to improve the Ease of Doing Business across all States.
In 2026, the SBRAP has a district-level business reform plan as one of its new elements. The State plan consists of recommendations for 74 reform points, while the district plan involves 219 reform points. The Kerala State Industrial Development Corporation (KSIDC) coordinates the implementation of the plan in the State. Online services As many as 80 services will be made end-to-end online. A standardised digital inspection system will be implemented for permits, complaints, inspections, and renewals, with an aim to make the final reports available online within 24 hours.
Third-party inspection systems will be considered based on risk for checks related to no-objection certificate from the Fire department, Pollution Control Board clearances and legal metrology-related inspections. Inspections following complaints, surprise checks and issuing of licence will be done through the Kerala - Central Inspection System (K-CIS). A single sign-on system based on PAN number will be implemented for industries. A unified KYC for all departments will also be implemented to avoid repetition of the same information.
Dashboard system A transparent dashboard system will be implemented to provide information related to permits for new industrial initiatives and inspections. As part of the SBRAP, there will also be a relook into criminal sections in the laws and rules related to the starting and running of industries.
