A Comptroller and Auditor General audit has flagged significant financial irregularities in Maharashtra's Mukhyamantri Majhi Ladki Bahin Yojana. The report highlights an excess expenditure of 3,541 crore rupees by the Women and Children Development Department, which spent 33,237 crore rupees against an authorised budget of approximately 29,000 crore rupees. The audit notes that between January and March, 15,586 crore rupees were withdrawn from the treasury and parked in virtual personal deposit accounts without immediate spending needs, violating public finance rules.
The report points to weak planning, poor budget estimation, and inadequate expenditure control. Concurrently, a verification exercise led to the removal of 92 lakh names from the beneficiary list. Removals were primarily due to incomplete KYC, exceeding the family income limit, and having government employees in the family. The scrutiny also revealed male beneficiaries and government employees on the list. The audit questions the financial discipline and planning behind the large-scale welfare programme, emphasising the need for realistic beneficiary counts and proper fund management.
