Three publishers, who brought out controversial pro-separatist books under the central Samagra Shiksha scheme, were arrested on Sunday (July 12, 2026) in Delhi and Jammu, according to officials. Officials identified the arrested persons as Inderpal, a publisher from Jammu, and Amardeep Singh and Girish Arora, both from Delhi. The arrests were made by the Jammu & Kashmir’s special cell, Counter Intelligence Jammu.
Earlier, the J&K Police had lodged a case under Sections of 49, 61 (2), 152, 196, 353 of Bharatiya Nyaya Sanhita and the Unlawful Activities (Prevention) Act. On July 7, the Bharatiya Janata Party had protested against the two books. ‘Personalities and Legends of J&K’, which profiled separatist leaders Syed Ali Shah Geelani, Shabir Ahmad Shah, Masarat Alam and Maqbool Bhat, was authored by Hilal Ahmad and Santosh Meena and published by the Oberoi Book Service, Jammu.
Another book, ‘Great Personalities of Jammu and Kashmir’, was authored by Sushant Giri and published by Anurag Prakashan, Delhi. Around 251 copies of these books were circulated among schools in Jammu & Kashmir. The arrests came amid
Jammu & Kashmir’s School Education Department and Higher Education Department laying down a new framework to strengthen institutional mechanisms for evaluation, recommendation, circulation, retention and periodic review of educational resources across all schools, colleges, universities and public libraries.
