The Election Commission has added a new declaration in the online Form 6 (Photo: PTI) The Election Commission (EC) has introduced a new declaration in the online version of Form 6, the application used by first-time voters and others seeking fresh enrolment in the electoral roll, requiring applicants to disclose whether they or their parents were part of the last Special Intensive Revision (SIR) of electoral rolls. However, the statutory version of the form has not been formally amended, prompting questions over the procedure followed, according to a report by The Indian Express. The report mentioned that the additional declaration appears only on the Election Commission’s ECINET portal and is absent from the downloadable Form 6 available on the same website for offline submissions. The development assumes significance as the Election Commission’s ongoing Special Intensive Revision exercise has already resulted in the deletion of over 5.58 crore names from electoral rolls across 10 states and three Union Territories since last year. According to the report, concerns have also emerged over how such deletions could affect future voter registrations by family members.
In West Bengal alone, more than 27 lakh electors were removed during the adjudication process and could not vote in the Assembly elections, while their appeals remain pending before tribunals. ONLINE FORM NOW SEEKS PARENTS’ ELECTORAL DETAILS As per the report, a new, unlettered declaration has been inserted between Parts J and K of the online Form 6 on the ECINET portal. Applicants are asked to choose one of three declarations Their own name exists in the electoral roll prepared during the last SIR. The name of a parent or grandparent (father, mother, grandfather or grandmother) exists in the electoral roll of the last SIR. Neither their own name nor the names of their parents or grandparents exist in the electoral roll of the last SIR. If an applicant selects either of the first two options, the portal requires them to furnish the relevant Assembly constituency, polling booth number and serial number from the electoral roll of the previous SIR exercise. According to the report, if these details cannot be located, the only available option is to choose the third declaration. While the declaration is not explicitly marked as mandatory, the report noted that applicants cannot proceed to submit their application without completing this section. The portal also does not explain the implications of choosing the third option. The report further stated that this declaration is visible for applicants in every state and Union Territory where the SIR has either concluded during 2025-26 or is currently underway, with the exception of Bihar, where the exercise first began in June last year, and Assam, where the Election Commission has decided against conducting an SIR.
