Senior KAS officer Asha Parveen, who was serving as the Chief Administrative Officer of Bengaluru’s Kidwai Memorial Institute of Oncology, has been transferred as the administrative officer of the BWSSB. This comes within two months of her submitting a detailed report to the Karnataka government highlighting alleged irregularities, administrative lapses and corruption-related issues at the hospital. Parveen had earlier also submitted documents regarding alleged corruption in the nephrology department of Victoria Hospital, following which she was transferred. After taking charge at Kidwai Hospital, she reportedly continued investigations into alleged malpractices and prepared reports based on evidence.
Even the Justice D’Cunha committee report conducted a detailed probe and submitted a report to the government with a list of recommendations, which has not been implemented yet. Critics have pointed out that while Chief Minister D.K. Shivakumar has repeatedly stated that corruption will not be tolerated, the transfer of an officer who reportedly brought alleged irregularities to the government’s notice has raised concerns. Public representatives and activists have demanded that the government conduct a detailed inquiry into the allegations at Kidwai Hospital, including issues from previous administrations, and examine the reports submitted by Ms. Parveen.
The government has not publicly clarified whether the transfer was a routine administrative decision. Sources said that irregularities have been happening in purchase, manpower and tender process, and even appointment of doctors to the institute. Despite flagging irregularities from time to time, no action has been taken, sources in the department said. Refusing to comment on the transfer, Ms. Parveen said that she is going to challenge her transfer in the high court. This comes close on the heels of SP Lokayukta Shivaprakash Devaraju being transferred within a few months of his appointment.
He was appointed as SP in July 2025 and was supposed to serve at least three years, but was transferred earlier this week. He had handled many sensitive cases and cracked down on corruption within the department.
