The comprehensive intelligence timeline exposes how overseas entities have transitioned from funding localised crime to launching direct assaults on India’s security apparatus and public transport networks, relying on an alliance between Pakistan’s Inter-Services Intelligence (ISI) and Canada-based terror modules. The blueprint for this current wave of escalation began in 2023, when the ISI systematically scaled up diaspora-driven extortion rackets across Punjab. Canada-based terror modules, spearheaded specifically by designated terrorist Arshdeep Singh Gill alias Arsh Dalla and fugitive gangster Goldy Brar, aggressive widened their operations on Indian soil. Utilising multi-million dollar funds generated in Western countries, these handlers hired local killers and contract shooters to execute targeted shootings against prominent Punjabi businessmen.
The immense profits squeezed from these domestic extortion networks were systematically routed back into Canada and Europe to fortify overseas separatist infrastructure and purchase sophisticated weaponry. The lethal reach of these Western handlers became starkly evident in October 2024 with the cold-blooded murder of Gurpreet Singh Hari Nau, a prominent Sikh activist in Faridkot, Punjab. Joint investigations by the Punjab Police and central intelligence agencies conclusively proved that the entire targeted assassination was micro-managed in real time from Ontario, Canada, by Arsh Dalla himself, who arranged the illicit firearms, scouted the targets, and wired the operational funding.
