Months after its launch, the ambitious Bhu Bharati portal continues to be plagued with numerous problems posing difficulties to users who are opting for land transactions through the portal. Mismatch in the survey numbers, changes in the names of landowners and inclusion of dispute free lands in prohibited list are impacting the performance of the Bhu Bharati portal, which replaced Dharani portal introduced by the previous Bharat Rashtra Samithi (BRS) government. Issues hampering Bhu Bharati portal’s performance One of the major complaints is that the portal is not accepting multiple grievances pertaining to lands in a single survey number, a problem that forced the Dharani users to cough up additional amounts even for minor rectifications in their land data.
Wide variations in Bhu Bharati Act; design of the portal; rules governing its operation and mechanism pertaining to implementation procedures are said to be hampering the portal’s performance. Another important factor that is affecting the performance is the use of a single website/portal for multiple operations resulting in immense load on the system. In sharp contrast, separate websites will open for browsing land details, transactions like mutations and land registrations in the neighbouring Andhra Pradesh which is not the case with Bhu Bharati. “The technology has to be in sync with the Act, But it is not,” an expert in the know of the functioning of the portal said.
The prime reason behind the complaints is said to be the continuation of the architecture and software used in Dharani to operate Bhu Bharati portal. This has given scope for downloading the entire data hosted on the website resulting in concerns over downloading of data by private individuals and real estate dealers for their personal use. “The scope for manipulating the
data becomes remote as the portal is in the hands of the Government and cannot be tampered with,” he told The Hindu. Chief Minister A. Revanth Reddy has no doubt ordered a forensic audit of the transactions since the launch of the portal, but a total revamp of the architecture will be a permanent solution to overcome the systemic weaknesses, experts suggested.
