(Source: Reuters) The terror group Hamas, which has ruled the Gaza strip for over two decades, is preparing to relinquish its authority paving the way for a technocratic committee to govern the besieged enclave. However, the main thorny issue of the group’s disarmament remains unsolved. “The movement has decided to dissolve the Gaza government committee and to appoint a nationally accepted figure to oversee the committee’s work until the Committee for the Administration of Gaza formally assumes its responsibilities," a Hamas official said, according to an AFP report.
A ceasefire had been struck between Israel and Hamas to end the war in Gaza last October. That Hamas will have to give away its control of the coastal strip was a key part of the ceasefire deal. In 2007, Hamas had taken over control from the rival Palestinian movement, Fatah, which is seen as a moderate and secular force. Since then, Hamas has ruled Gaza with an iron grip. The AFP report also stated that another Hamas official informed them that the terror group had informed other Palestinian factions of their move to give up power in a recent meeting in Cairo. “The factions welcomed Hamas’s decision, describing it as a serious step towards enabling the Committee to take up its governing role," the official, quoted in the report, said. The Committee for the Administration of Gaza (NCAG), which is headed by Palestinian official Ali Shaath, will now be able to assume administrative responsibilities. The Board Peace, set up by the United States President Donald Trump, had established the NCAG.
The peace deal between Hamas and Israel was brokered by the US. However, the NCAG could not govern Gaza since October because of Israel’s objections. Cairo has been the site where different Palestinian groups have been holding talks with Hamas to iron over their differences. In particular, efforts are directed at narrowing their differences over the second phase of the Gaza ceasefire. The second phase involved the disarmament of Hamas and gradual withdrawal of Israeli forces from Gaza. The first phase simply was an exchange of hostages held by Hamas in return for the Palestinians detained by Israel. However, in recent days it has been reported that Israel has taken over more territory than before. They now, reportedly, have effective control of over 70 percent of Gaza. Meanwhile, Hamas is adamant on having a Palestinian administration set up before it considers handing over its arsenal. The day-to-day governance of Gaza remains the main sticking point in the negotiations on the implementation of the phase two of the ceasefire deal.
