(AFP) Nearly a year after the deadly Pahalgam terror attack, the Investigation Agency (NIA) has formally named Pakistan-based terror mastermind Hafiz Saeed in a supplementary chargesheet. While the timing has raised questions, top intelligence sources tell CNN-News18 that the move is part of a carefully calibrated legal and diplomatic strategy rather than a delayed investigation. The supplementary chargesheet filed before the NIA Special Court in Jammu names Saeed in his individual capacity and also as the chief of the banned Lashkar-e-Taiba (LeT) and its proxy outfit, The Resistance Front (TRF). The agency has invoked provisions of the Bharatiya Nyaya Sanhita and the Unlawful Activities (Prevention) Act, accusing him of conspiring from Pakistan and waging war against India.

By naming Hafiz Saeed as the head of both LeT and TRF in a formal criminal case, the NIA is placing on judicial record that TRF is not a separate local organisation but a proxy of the globally designated terror outfit Lashkar-e-Taiba. Sources say this builds upon the NIA’s original 1,597-page chargesheet filed in December 2025, which had already chargesheeted LeT/TRF as a legal entity. Unlike charging only individual terrorists, prosecuting an organisation as a legal entity gives investigating agencies greater powers to seek permanent attachment of assets, freeze financial networks and pursue entities allegedly linked to the organisation across jurisdictions. Officials describe the latest chargesheet as far more than a procedural addition.
