The Investigation Agency (NIA) on Monday named Pakistan-based terrorist and Lashkar-e-Taiba (LeT) founder Hafiz Saeed as an accused in its supplementary chargesheet in the Pahalgam terror attack case, arraigning him both in his individual capacity and as the chief of the banned LeT and its proxy outfit, The Resistance Front (TRF), in a filing before a special NIA court in Jammu. Read Full Story According to an NIA statement, Saeed has been charged under various provisions of the Bharatiya Nyaya Sanhita, 2023, and the Unlawful Activities (Prevention) Act, 1967.
The agency has also charged him with waging war against India and with conspiring from across the border in connection with the attack. The agency said the supplementary chargesheet has been filed as a continuation of the original 1,597-page chargesheet. It sets out details of Pakistan’s conspiracy, Saeed’s role and the evidence gathered during what the NIA described as a meticulous scientific investigation and on-ground examination. In its earlier chargesheet, filed on December 15, 2025, the NIA had named Pakistani handler Sajid Jatt as an accused.
It had also named three terrorists who were killed by security forces during Operation Mahadev in July 2025, along with two arrested accused. That earlier chargesheet had also listed the proscribed LeT/TRF terrorist organisation as a legal entity for its role in planning, facilitating and carrying out the Pahalgam terror attack. The attack took place in Pahalgam on April 22 last year and targeted tourists. Twenty-five tourists and one local were shot dead by what the agency described as Pakistan- terrorists. An FIR was first registered at the police station in Pahalgam.
After the initial investigation, the Union Home Ministry transferred the case to the NIA. In its statement, the agency said, "NIA continues to probe the case to unravel the complete conspiracy by Pakistan, which has been actively sponsoring terrorism on Indian soil from across the border." With the supplementary chargesheet, the agency has now formally named Saeed while continuing its investigation into the wider conspiracy behind the Pahalgam attack. Ends
