The Andhra Pradesh government has notified Street Vending Plans for 51 Urban Local Bodies (ULBs), providing a statutory framework to protect the livelihoods of street vendors while improving traffic management, pedestrian safety and the orderly use of public spaces across urban areas. A notification, issued the Municipal Administration and Urban Development (MA&UD) Department on Saturday through G.O. Ms. No. 140 under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, covers three municipal corporations—Kurnool, Nellore and Srikakulam—and 48 municipalities, including Bhimavaram, Hindupur, Guntakal, Tadipatri, Tadepalligudem, Narsapuram, Pithapuram, Samarlakota, Nuzvid, Vinukonda, Palasa-Kasibugga, Bobbili, Rajampet, Kadiri, Kanigiri, Gudur and Giddalur.
Municipal Administration and Urban Development Minister Ponguru Narayana said the initiative seeks to balance livelihood protection with orderly urban development. The notified plans would provide clarity and fairness by identifying vending, regulated vending and no-vending zones, enabling vendors to carry out their business without fear of arbitrary displacement while ensuring roads, footpaths and public spaces remain accessible to citizens, he said. Under the notified norms, vendors will be permitted to operate only through temporary and removable stalls without constructing permanent structures.
They must ensure that vending activities do not obstruct traffic, pedestrian movement, emergency access or junction visibility and maintain hygiene in vending areas. Principal Secretary S. Suresh Kumar said the notification provides an implementation-ready framework for ULBs, which have been directed to prepare vending plans every five years in consultation with Town Vending Committees. The plans will also be integrated into master plans and other spatial planning documents.
The government said vending plans for the remaining ULBs are under preparation and will be notified in phases, extending the reform across the State.
