A file photo of Harish Parvathaneni (Photo: PTI) India launched a scathing attack on Pakistan at the United Nations Security Council (UNSC), asserting that Islamabad will have to face the “consequences" of sponsoring cross-border terrorism and stressing that New Delhi has every right to defend itself from such terror attacks perpetrated by the neighbouring country. While speaking at the UNSC open debate on “Upholding the Purposes and Principles of the UN Charter and Strengthening the UN-Centred International System," India’s Permanent Representative to the UN, Harish Parvathaneni, accused Islamabad of repeatedly violating the principles of sovereignty and territorial integrity through terrorism and aggression against New Delhi. “I am compelled to respond to baseless and unwarranted remarks made by Pakistan today. India would like to set the facts straight," Parvathaneni said during the debate chaired by Chinese Foreign Minister Wang Yi under China’s presidency of the Security Council for May. The Indian envoy said Pakistan’s record since Independence had been marked by aggression against India and continued sponsorship of terrorism across the border.
“Independent India began its life battling with cross-border aggression by Pakistan, which coveted Indian territories that had become a part of India as a result of their complete, legal and irrevocable accession," Parvathaneni said. The Indian envoy said Pakistan’s continued use of cross-border terrorism and its doctrine of “bleeding India by a thousand cuts" exposed what he called Islamabad’s “hollow rhetoric" on commitment to the UN Charter. “Pakistan, by waging several wars and inflicting unprovoked aggression against India and through its continued sponsorship of cross-border terrorism, has violated the principles of sovereignty and territorial integrity and peaceful coexistence. The use of cross-border terrorism by Pakistan and its doctrine of “bleeding India by a thousand cuts" exposes its hollow rhetoric of commitment to the UN Charter. India has every right to defend itself from such cross-border terrorism," he added. The envoy strongly asserted that Pakistan will have to accept that there are consequences of its sponsorship of cross-border terrorism. He further said that Pakistan’s alleged support for extremist and violent networks has continued since its formation, adding that such patterns are well-documented in the public domain. He said these developments include the promotion of religious extremism, violent radicalism, and sustained anti-India rhetoric. “Pakistan’s harnessing of the malevolent forces of terrorism, religious extremism, violent radicalism, and anti-India rhetoric has continued unabated since its creation.
The facts in this regard are on public record and need no further elucidation. Pakistan must credibly and irrevocably end its support for all forms of terrorism," he said. The remarks came after Pakistan Deputy Prime Minister and Foreign Minister Ishaq Dar raised the issue of Jammu and Kashmir and referred to the Indus Waters Treaty during the UNSC debate. India had put the treaty in abeyance following the April 2025 Pahalgam terror attack, in which 26 civilians were killed. The Resistance Front (TRF), believed to be linked to the Pakistan-based terror group Lashkar-e-Taiba, had claimed responsibility for the attack. Separately, India also rejected references to Jammu and Kashmir in a recent joint statement issued by China and Pakistan. MEA spokesperson Randhir Jaiswal said Jammu & Kashmir and Ladakh “have been, are and will always remain integral and inalienable parts of India." India also reiterated its opposition to projects under the China-Pakistan Economic Corridor in territories claimed by India, saying such moves impinge on India’s sovereignty and territorial integrity. Last week, the Indian envoy also lashed out at Pakistan at another UNSC debate on the protection of civilians in armed conflict. Speaking at the Annual UNSC Open Debate on “Protection of civilians in armed conflict", Parvathaneni said it was “ironic" that Pakistan chose to comment on India’s internal matters despite its own record.
India backed its criticism with references to documentation by the United Nations Assistance Mission in Afghanistan (UNAMA), alleging that Pakistani military action caused large-scale civilian casualties in Afghanistan earlier this year. According to Parvathaneni, UNAMA documented 750 civilian deaths and injuries in Afghanistan in the first three months of 2026 due to cross-border armed violence allegedly perpetrated by Pakistani forces.
