According to sources, the four-week session is likely to continue until August 13 and is expected to have 19 sittings. The NDA government is likely to reintroduce the 131st Constitutional Amendment Bill on women’s reservation and delimitation with proposed amendments. The revised Bill may include a provision to increase the strength of the Lok Sabha and State Legislative Assemblies by 50%. The government is also expected to take forward the extension granted to the committee examining the One Nation, One Election Bill.
Legislation related to the Foreign Contribution (Regulation) Act (FCRA) are also likely to be introduced during the session. Among the other measures that could be taken up for passage are the Viksit Bharat Shiksha Adhishthan Bill, anti-doping reforms, a proposal to increase the number of Supreme Court judges, corporate law reforms, and the Securities Market Code. The Opposition, meanwhile, is preparing to corner the government over a range of issues, including the deficient monsoon, drought and floods, the NEET paper leak, the alleged theft of offerings at the Ram Temple, rising petrol and diesel prices, inflation, and unemployment. It is also expected to raise issues related to the Special Intensive Revision (SIR) of electoral rolls and the government’s alleged role in splits within regional parties. New Seating Equations The session is set to unfold against a dramatically altered political landscape, with significant changes in the composition of the House following defections, new alliances and mergers.
The reshaped political equations are also expected to bring a new seating arrangement and changed dynamics, setting the stage for a stormy session. Before the session commences, Speaker Om Birla is expected to decide on the proposed merger of 20 rebel Trinamool Congress MPs with the lesser-known NCPI. He is also set to rule on the merger of six MPs from Uddhav Thackeray’s Shiv Sena faction with Eknath Shinde’s Shiv Sena. Another major development is the split between the DMK and the Congress after the latter allied with the TVK in Tamil Nadu. The DMK has written to the Speaker requesting that its MPs be allotted seats away from the Congress benches. These political realignments are expected to strengthen the ruling NDA’s numbers in the House while reducing the Opposition’s strength, with the INDIA bloc set to lose 20 Trinamool Congress MPs, six Uddhav Sena MPs and 22 DMK MPs from its ranks.
