In a move to improve public access to Gram Panchayat officials, Mandya Zilla Panchayat Chief Executive Officer Nandini K.R. has directed Panchayat Development Officers (PDOs) with the additional charge of two gram panchayats to display their weekly duty schedules at panchayat offices and other prominent places, while announcing a series of measures to strengthen transparency, accountability and service delivery. During a video conference in Mandya on Wednesday, the CEO stressed that transparency, accountability and service orientation key for efficient panchayat administration. She said officials must discharge their responsibilities with greater commitment.
Expressing concern over complaints that PDOs were often unavailable and failed to answer phone calls, Ms. Nandini instructed all PDOs to promptly respond to calls from the public and address grievances. She said many issues could be resolved at the gram panchayat level if officials remained accessible during office hours. Under the prescribed schedule, PDOs must attend their parent gram panchayat on Mondays, Wednesdays and Fridays, and the additional-charge gram panchayat on Tuesdays, Thursdays and Saturday, she informed. Nandini also directed all gram panchayat officials and staff to mandatorily mark their attendance through the Kartavya app, warning that any technical issues must be resolved within a week to ensure regular compliance.
The CEO instructed Taluk Panchayat Executive Officers to conduct at least one surprise inspection of a gram panchayat every week to review the implementation of development schemes and government programmes and submit reports. She warned that the district administration would monitor the progress of these inspections on a weekly basis. Assistant Directors and Accounts Officers at the taluk level were similarly directed to inspect at least one gram panchayat every week and submit their inspection reports. Highlighting the ongoing campaign against cervical cancer, Ms. Nandini called upon gram panchayats to undertake extensive awareness programmes on the HPV vaccination drive for girls aged between 14 and 15.5 years.
She said awareness materials would be supplied to all gram panchayats to ensure effective implementation of the campaign across the district. Zilla Panchayat Deputy Secretary (Administration) Shivalingaiah, Deputy Secretary (Development) Lakshmi, Chief Accounts Officer Srinivas Nayak, and other senior officials from across the district participated in the meeting.
