In an attempt to further strengthen the delivery of healthcare services at government hospitals in Andhra Pradesh and ensure accountability among doctors, Minister for Health, Medical Education and Family Wefare Satya Kumar Yadav has proposed a new model for evaluating the performance of a government healthcare facility. For the past two years, the government has been assessing the performance of a government facility based on the annual out-patient (OP), in-patient (IP), surgeries, and diagnostic services provided. While the existing model has improved services, it did not differentiate between high-performing and low-performing doctors and healthcare staff, the Minister noted in a virtual meeting with officials on Tuesday.
“The new model will take into account services to be completed by every doctor, nurse and technician, on a day-to-day basis. The daily and annual targets will be fixed for a health facility based on the staff available,” the Health Minister said. He instructed the officials to conduct monthly reviews on the performance of hospitals and staff, and take corrective measures wherever lapses are identified. Cadre reorganisation Amid concerns among doctors about the reorganisation of cadres as per the Presidential Order, 2025, as per which, the State is organised into six zones and two multi-zones for government employee postings, the Minister conducted a comparision between the cadre classifications before and after the Presidential Order, 2025.
As per the discussions, those holding positions of Assistant Professor and above in the Directorate of Medical Education (DME), along with Civil Surgeon Specialists under the Directorate of Secondary Health (DSH), would be placed under the State Cadre. Civil Assistant Surgeons and Dental Assistant Surgeons working under the Directorate of Public Health (DPH) and DSH would be placed under the multi-zonal cadre. The administrative staff would be categorised as district, zonal, or multi-zonal personnel based on requirements. The Minister also took note of the preparedness in view of the monsoon season and instructed officials to intensify measures to prevent the spread of mosquito-borne diseases.
Health Principal Secretary S. Suresh Kumar, Joint Secretary and AYUSH Director Ronanki Gopalakrishna, Director of Medical Education A. Vishnu Vardhan, Director of Health Dr. Padmavathi, and other senior officials took part in the meeting.
