The Andhra Pradesh Capital Region Development Authority (APCRDA) has invited bids to appoint a professional agency for providing strategic resource augmentation and knowledge support services for the Amaravati Capital City on a requirement basis over a two-year period. The contract, to be awarded through the Quality and Cost Based Selection (QCBS) method with a 70:30 technical-financial weightage, aims to strengthen APCRDA's institutional capacity by ensuring timely deployment of skilled professionals and support personnel for its expanding projects and operations. According to the Request for Proposal (RFP), the selected agency will establish and maintain a talent pool, identify suitable candidates, conduct preliminary screening, verify educational qualifications and experience, coordinate interviews, deploy approved personnel, manage payroll, ensure statutory compliance, provide insurance coverage, and arrange replacements whenever required.
APCRDA will retain the final authority to approve or reject every candidate before deployment. The authority will determine the qualifications, remuneration and job descriptions for each position, while bidders are required to quote only their agency service charge or management fee. The manpower requirements span professional, technical and field-level positions. Professional categories include business analysts, management consultants, urban planning professionals, finance experts, legal professionals, procurement specialists, communication and stakeholder engagement professionals, project monitoring experts and protocol officers. Technical positions cover BIM professionals, full-stack software developers with machine learning expertise, UI/UX designers, GIS analysts, data engineers and DevOps administrators. The authority may also recruit enforcement team members to support field operations and emergency services.
APCRDA reserves the right to modify or expand these categories during the contract period. The RFP specifies qualifications for each category, ranging from postgraduate degrees, MBA, CA, CMA, LLB and M.Plan for professional positions to engineering, computer science, GIS and design qualifications for technical roles. The successful agency itself must deploy a dedicated team leader or account manager with at least eight years' experience, an HR manager with five years' experience and a payroll and compliance manager with five years' experience to oversee recruitment, manpower deployment, payroll administration and statutory compliance. Candidate profiles must generally be submitted within 15 working days of requisition, while approved personnel should also be deployed within 15 working days.
