He also approved new rules allowing theatres across Tamil Nadu to screen five shows daily for seven days. A file photo of Tamil Nadu Chief Minister Vijay (PTI) Tamil Nadu Chief Minister S Joseph Vijay on Monday announced a major crop loan waiver scheme for farmers who borrowed through cooperative banks, while also approving new rules allowing theatres across the state to screen five shows per day for newly released Tamil films. According to news agency ANI, Chief Minister Vijay announced a waiver of crop loans up to Rs 50,000 for marginal farmers who had availed loans from cooperative banks. Larger farmers who borrowed through cooperative banks will also receive relief of Rs 5,000. The scheme is expected to benefit nearly 14.22 lakh farmers and will lead to an additional expenditure of Rs 2,044.46 crore for the state government. TVK leader and Tamil Nadu minister CTR Nirmalkumar said, “Around 1,692,000 farmers have got the agricultural loans, out of which 1,422,000 farmers’ loans have been waived off today. This was one of our election promises." A review meeting regarding the implementation of the crop loan waiver scheme was held at the Secretariat under the leadership of Chief Minister Vijay. Ministers and senior officials from the Agriculture, Cooperation and Finance departments attended the meeting.
In a post on X, the Chief Minister’s Office stated, “Honourable Tamil Nadu Chief Minister Thiru. MK Stalin announces full waiver of crop loans up to Rs.50,000/- obtained through cooperative banks for small farmers." The Tamil Nadu government, in its statement, said marginal farmers with outstanding loans below Rs 50,000 would receive a complete waiver. Small farmers with debts under Rs 50,000 would get 50 per cent of the loan amount waived. The relief package has also been structured on a graded basis for larger loan amounts. Farmers with loans between Rs 50,001 and Rs 60,000 will receive a Rs 40,000 waiver, while borrowers in the Rs 60,001 to Rs 70,000 category will receive a Rs 30,000 waiver. Similarly, farmers with loans between Rs 70,001 and Rs 80,000 will receive Rs 20,000 as waiver support. Those with loans ranging from Rs 80,001 to Rs 1 lakh will get a relief of Rs 10,000. Farmers with loans exceeding Rs 1 lakh will receive Rs 5,000 relief. The waiver applies to farmers who borrowed crop loans between May 1, 2025 and February 28, 2026. An official statement said, “In accordance with the guidelines of the Reserve Bank of India’s model operating procedures for government debt waiver schemes dated November 28, 2025, which state that the total amount for crop loan waiver must be paid in full by the government within 45 to 60 days." “Considering the current financial position and financial resources of the state government, and in the present difficult situation, the Chief Minister has ordered the waiver of crop loans obtained by farmers from cooperative banks from May 1, 2025, to February 28, 2026." FIVE SHOWS A DAY ALLOWED FOR NEW FILMS In another key decision, Chief Minister Vijay approved amendments to the Tamil Nadu Cinemas (Regulation) Rules to allow all theatres in the state to screen five shows per day for seven days from the release of new Tamil films.
According to ANI, representatives of the film industry had met the Chief Minister on May 16 and requested permission for five daily screenings for all films across Tamil Nadu. The Chief Minister’s Office said, “Under Rule 14-A of the ‘C’ Form licence conditions prescribed in the Tamil Nadu Cinemas (Regulation) Rules, 1957, theatres in Tamil Nadu have been permitted to screen four shows per day." “In addition, on local festival days or public holidays, one special extra show, making it five shows per day, has been permitted by the licensing authority/District Collector in the districts and by the Commissioner of Police in Chennai city." Following discussions with film industry representatives, the state government approved changes to the rules. The official statement said, “After holding discussions regarding the requests submitted by members of the film industry, the Hon’ble Chief Minister has approved amendments to the Tamil Nadu Cinemas (Regulation) Rules. Accordingly, all theatres in Tamil Nadu will now be permitted to screen five shows per day for seven days from the release date of newly released Tamil films." The statement further added that theatres would also be allowed to run five shows per day on local festival days, public holidays, Saturdays and Sundays. The Tamil Nadu government also announced that theatre owners would no longer need separate permission from the government or licensing authorities to run five shows during the first week of a film’s release or on holidays and weekends.
“Chief Minister has also ordered that theatres across Tamil Nadu will no longer be required to obtain separate permission from the Government or the licensing authority to screen five shows per day during the first seven days of a new film’s release, or on local festival days, public holidays, Saturdays, and Sundays," the statement said.
