The Karnataka State Police Complaints Authority member, Mohan Kumar Danappa, has urged the State government to provide a 10% reservation for serving Reserve Sub-Inspectors (RSIs) in the recruitment of Civil Police Sub-Inspectors (PSIs). In a letter addressed to the Additional Chief Secretary, Home Department, on Monday, Mr. Danappa said personnel serving in units such as the Karnataka State Reserve Police (KSRP), City Armed Reserve (CAR), District Armed Reserve (DAR) and Karnataka State Industrial Security Force (KSISF) possess extensive field experience and specialised training that could be effectively utilised in civil policing.
He noted that RSIs undergo training in riot control, internal security, anti-Naxal operations, bomb detection and disposal, commando operations, and other specialised policing duties. Despite their expertise and years of service, they currently do not have a dedicated quota in Civil PSI recruitment. As they are already trained, recruiting them would also be cost-effective. Danappa pointed out that a similar reservation is already available for serving Reserve Police Constables in recruitment to Civil Police Constable posts.
Extending a similar benefit to serving RSIs in Civil PSI recruitment would boost morale, provide career advancement opportunities, and help retain experienced personnel within the police force, he said. According to the representation, reserving a portion of Civil PSI posts for experienced RSIs would reduce training costs, make better use of skilled manpower and enhance the overall efficiency of the police department. He urged the government to amend the relevant recruitment rules and provide a 10% reservation for serving RSIs in Civil PSI appointments through direct recruitment and departmental quota systems.
Such a provision already exists for Reserve Police Constables and should be extended to RSIs as well, Danappa said.
