The announcement was made at the event where BK Hariprasad took charge as the new KPCC (Karnataka Pradesh Congress Committee) president.
Shivakumar said the initiative would help bring a new generation of leaders into the party while expanding its presence at the grassroots level. As part of the exercise, the government will set up five-member guarantee implementation committees in all gram panchayats and urban wards across Karnataka. The members of these committees will be drawn from the Congress cadre. Shivakumar said the move is aimed at strengthening grassroots leadership and further expanding the party’s organisational base across the state. He also urged those who are appointed to make use of the opportunity to strengthen the Congress and help build the party at the grassroots level. At present, Karnataka has district and taluk-level guarantee committees comprising around 4,300 members.
While district-level committees have 21 members each, taluk-level committees consist of 14 members. The existing district-level panels currently have five vice-chairpersons who receive Rs 10,000 each. Members are paid Rs 1,200 per sitting, while chairpersons of district committees receive Rs 40,000 per month. Heads of taluk-level committees are paid Rs 25,000 per month. However, the proposed members at the panchayat and ward levels are likely to serve in an honorary capacity and are not expected to receive any remuneration for now. Karnataka has 5,946 gram panchayats and around 4,000 urban wards. Based on the proposed structure of five members for each committee, the total number of positions is expected to reach around 49,730. According to Shivakumar, the initiative is intended to strengthen local leadership and create opportunities for a new generation of party workers through the guarantee implementation committees.
