The first session of high level talks under the framework of the Islamabad Memorandum of Understanding (MoU) concluded at Burgenstock, Switzerland, with representatives from the Islamic Republic of Iran, the United States, and the mediating parties, the State of Qatar and the Islamic Republic of Pakistan, participating in the discussions.
According to a joint statement, the Lake Lucerne Summit was held in a “positive and constructive atmosphere" and resulted in progress, including the creation of a mechanism for further technical talks. Building on the MoU, the parties agreed to establish a High Level Committee to provide political oversight of the mediation process. The committee will report regularly to the High Level Committee and lead working groups focused on nuclear issues, sanctions, and a monitoring and dispute resolution mechanism to ensure the effective implementation of the MoU.
The High Level Committee also agreed on a roadmap aimed at reaching a final deal within 60 days. As a part of the process, a communication line between the parties has been established for an initial period mentioned in paragraph 5 of the MoU to prevent incidents and miscommunication and to ensure the safe passage of commercial vessels through the Strait of Hormuz.
