He said that national security can no longer be separated from economic resilience and technological self-reliance. General Dwivedi was speaking at the ‘Security to Prosperity: Smart Power for Sustained Growth’ seminar by the Centre for Land Warfare Studies (CLAWS). The Army Chief said contemporary conflicts are no longer limited to battlefields and now place sustained pressure on industrial production, research ecosystems and governance structures. “The most sophisticated form of strategic vulnerability today is not military inferiority.
It is dependence on foreign supply chains, critical minerals and digital infrastructure," General Dwivedi said while outlining what he described as India’s future “smart power architecture". He stressed that resilience must become a national security imperative rather than merely an economic choice. According to him, resilience means systematically reducing external dependencies through strategic partnerships, domestic manufacturing and indigenous technology development. Drawing lessons from recent global conflicts and geopolitical tensions, the Army Chief said the world order built around interdependence and trade has increasingly turned into a tool of coercion. He cited selective access to semiconductors, disruptions in supply chains and contestation around maritime choke points such as the Strait of Hormuz as examples of how economic and technological leverage is now being weaponised. “The boundary between security and prosperity is no longer a boundary at all," he said, adding that security today is the “precondition" for prosperity. General Dwivedi also referred to Operation Sindoor conducted in May 2025, describing it as an example of India employing military precision, information control, diplomatic signalling and economic resolve in a calibrated manner.
He said the operation demonstrated how India converted military action into strategic messaging through controlled escalation and deliberate restraint. Presenting what he termed the “SMART" framework for India’s strategic future, the Army Chief outlined five key pillars: statecraft, manufacturing depth, accelerated innovation, resilience and technology. On manufacturing, he warned that countries unable to produce what they need may eventually lose the ability to make independent strategic decisions. He highlighted the Army’s focus on Aatmanirbharta and said 83 per cent of capital procurement, 91 per cent of ammunition procurement and 97 per cent of special clothing procurement are now sourced domestically, helping create a wider defence manufacturing ecosystem. The Army Chief also pushed for faster integration of emerging technologies including artificial intelligence, cyber capabilities, quantum systems and autonomous platforms. He said future wars will be decided by those who command the technology stack. “Technology disruptions must not become strategic vulnerability," he said. General Dwivedi emphasised that India’s strategic autonomy should not be viewed as isolationism but as the freedom to engage with all sides without external compulsion.
He concluded by asserting that peace is sustained not merely by intent, but by capability and confidence.
