CRPF Personnel To Get Inspector Rank 9 Years After Retirement Following Delhi HC Order Published By, Last Updated: May 20, 2026, 08:37 IST Delhi High Court orders CRPF to grant retired a Sub-Inspector the rank of Inspector retrospectively from August 17, 2017, as an honorary correction of an administrative lapse. The petitioner disputed that he was entitled to promotion along with other officials on August 17, 2017, for the post of Inspector. (PTI) The Delhi High Court directed the Central Reserve Police Force (CRPF) to grant the rank of Inspector to a retired Sub-Inspector, Rajbir, with effect from August 17, 2017, even though he left service later that month under the Voluntary Retirement Scheme (VRS). Rajbir, who joined the CRPF as a Constable on June 27, 1983, demitted office with effect from August 31, 2017, after his request for voluntary retirement was accepted. At the time of his retirement, he was serving as a Sub-Inspector and was due for promotion to the rank of Inspector.
However, despite being eligible, his promotion was not processed because his service record was incomplete in 2017. The High Court noted that his name was not included in the list of officers due to the non-availability of a complete service record, even though he was entitled to be on August 17, 2017, before he left service. Petitioner Didn’t Seek Financial Benefits In 2021, Rajbir approached the Delhi High Court seeking recognition of his rightful rank. According to a report by ANI, he did not seek any financial benefits, asking only that he be conferred the rank of Inspector as a matter of honour. A division bench of Justices Anil Kshetrapal and Amit Mahajan, hearing the petition, recorded that the CRPF and other respondents did not dispute the factual position. It was accepted that Rajbir’s name was excluded from the promotion list solely because his Annual Confidential Report (ACR) and complete service records had not been received from his previous battalion in time. The court was informed that, under the applicable rules, the ACR and service records should have reached the new battalion within 15 days after his movement from the previous battalion.
Petitioner’s counsel, advocate KK Sharma, argued that the delay in forwarding these records from his previous battalion led to his exclusion from the promotion list, despite his eligibility. The respondents did not contest this assertion. The court also took note of the fact that Rajbir had successfully qualified for the Inspector promotional course held from September to November 2013. He was subsequently transferred from battalion no. 231 to battalion no. 41 in December 2015, and his name was included in the seniority list published on December 1, 2015. It was further observed that the list of officers was published on August 17, 2017, but Rajbir’s name was not included. Shortly thereafter, on August 31, 2017, he took voluntary retirement. In its order dated May 15, the division bench stated: “In such circumstances, as the Petitioner is only praying for the grant of rank without any financial consequences, this Court considers it apposite to direct the Respondents to grant the rank of Inspector to the petitioner since August 17, 2017, within eight weeks." The court’s direction ensures that Rajbir will be recognised as having held the rank of Inspector from August 17, 2017, restoring his honour and correcting the administrative lapse that denied him promotion before his retirement.
