How A Friendship Forged In A Thai Jail Birthed A Terror Module Backed By Pakistan's ISI, D-Company Reported By Edited By Last Updated: June 16, 2026, 16:00 IST Delhi Police say interrogations exposed an ISI linked terror network led by Munna Jhingada and Shahzad Bhatti, using Ang Kami Lama and others to plan attacks across Indian cities. Interrogation of some arrested individuals by the Delhi Police has now revealed a subversive network. A special cell of Delhi Police carried out an operation to apprehend members of the dreaded Mumbai underworld, who are also believed to be linked to Pakistan’s Inter-Services Intelligence (ISI), according to media reports. It is from their interrogation that the police have now learned of plans of several terrorist attacks in cities across India.
“The module was being handled by Pakistan-based underworld operatives Munna Jhingada, Shahzad Bhatti and other ISI associates. Munna Jhingada is a known Dawood Ibrahim henchman who carried out an attack on Chhota Rajan in Bangkok in 2000 at Dawood’s behest. He remained in a Thai jail for 17 years for the same," Delhi Police said in a statement. The Unexpected Network The chain of events goes back to the year 2000, when a Bangkok court had awarded 20 years’ imprisonment to Md. Salim, alias Munna Jhingada, for attempting to kill Chhota Rajan. Rajan had survived the assassination attempt and fled to Kenya. Acting on the instructions of his bosses, Dawood Ibrahim’s trusted aide Chhota Shakeel ensured that Jhingada bided his time in a Bangkok prison. There, Jhingada met Nepalese national Ang Kami Lama, who was already lodged in the prison, officials said. “The arrested Nepali citizen, Ang Kami Lama, was lodged in a Thailand jail from 2001 to 2018 in a narcotics case, during which he came in contact with co-inmates Aizaz Rasool and Md.
Salim alias Munna Jhingada, both from Pakistan. After being released from jail, Lama maintained contact with Munna Jhingada," the police said. Over time, Jhingada rose to become a close aide of Chhota Shakeel and Dawood Ibrahim. The Plan Interrogation of the arrested accused revealed that the ISI had roped in its trusted lieutenant, Shahzad Bhatti, to orchestrate terror strikes in New Delhi and other parts of the country. Owing to his long-standing friendship with Ang Lama, Jhingada tasked him and his Nepali gang with carrying out these strikes. Two of the arrested accused persons — Vijay and Nitish Paswan — who were arrested in Pune and Sahibganj (Jharkhand), allegedly told interrogators about their links to Bhatti’s network, which now stretches from Dubai to Pakistan, officials said. A Delhi court on Monday sent the other suspected terrorists Harvinder Singh, Gagandeep Singh and Manjeet Singh to judicial custody for a week.
