The controversy emerged after Lyng questioned PM Modi on issues relating to press freedom, democratic trust and human rights during the India-Norway interaction. According to government sources, the line of questioning appeared “selective" and stood in contrast to what they described as the absence of similar scrutiny towards China on issues such as media controls, the Uyghur issue and broader authoritarian practices.
Government sources further claimed that the timing of the episode assumes significance because India and Norway are deepening cooperation under the India-Norway Green Strategic Partnership, which includes collaboration on critical minerals, clean energy, blue economy initiatives and resilient supply chains. Sources argued that China is “deeply uncomfortable" with emerging partnerships that seek to diversify global mineral sourcing away from Beijing’s dominance. Government sources said India has long sought to tap Norway’s advanced geoscience capabilities and Arctic-linked expertise as part of its broader diversification strategy.
They added that countries including the United States and several European partners are increasingly attempting to build alternatives to Chinese control over rare earths and strategic mineral processing. Sources also claimed that Beijing views such initiatives not merely as commercial arrangements but as part of a wider geopolitical “de-risking" strategy aimed at reducing dependence on China in future green-transition and high-technology sectors.
