(AFP) The Union government is considering a major administrative restructuring that could lead to the creation of a dedicated department for Delhi under the Ministry of Housing and Urban Affairs (MoHUA). According to a report by The Indian Express, the proposal, currently under examination at the government level, is aimed at improving coordination and accelerating decision-making for the national capital, which faces complex governance and infrastructure challenges involving multiple agencies and overlapping jurisdictions.
The move is part of a broader push by the Centre to streamline urban governance in Delhi amid growing concerns over civic management, transport integration, drainage, housing, and unauthorised colonies. Officials speaking to The Indian Express said the proposed department would focus exclusively on Delhi-related urban issues, separating them from the ministry’s wider national responsibilities. At present, matters related to Delhi are handled within existing divisions of MoHUA along with urban development projects across the country. The discussions come at a time when the Centre has intensified its focus on long-term infrastructure planning in the Capital. In recent months, the government has rolled out or proposed several large-scale initiatives, including a 30-year drainage master plan, redevelopment of government housing colonies, and reforms in transport governance. Experts have long argued that Delhi requires a more unified governance structure because multiple agencies, including the Delhi government, Municipal Corporation of Delhi, Delhi Development Authority, Public Works Department, and various central ministries, often work in silos.
Urban policy analysts say fragmentation has slowed implementation of key civic projects and complicated accountability. Sources said the proposal draws from earlier instances where ministries were bifurcated or reorganised to improve administrative efficiency and bring sharper policy focus. The current Ministry of Housing and Urban Affairs itself was created in 2017 through the merger of the erstwhile Ministry of Urban Development and Ministry of Housing and Urban Poverty Alleviation. The possible restructuring is also being seen in the context of the Centre’s increasing financial and administrative involvement in the Capital’s development. The Union Budget for 2026-27 increased allocations for Delhi, while several projects linked to housing, drainage, and urban redevelopment are being directly overseen or funded by the Centre.
