(File/PTI Photo) The Centre has appointed Manipur Director General of Police Rajiv Singh as Secretary (Security), according to an order issued by the Department of Personnel and Training (DoPT) on Thursday. Singh is a 1993-batch IPS officer who has headed the Manipur Police for nearly three years. “The Appointments Committee of the Cabinet has approved the appointment of Shri Rajiv Singh, IPS (TR:1993), Director General of Police, Government of Manipur to the post of Secretary (Security) in the Cabinet Secretariat with effect from the date of assumption of charge of the post, or until further orders, whichever is earlier," the DoPT order said.
Singh took over as Manipur police chief on May 30, 2023, shortly after ethnic violence between the Meitei and Kuki communities erupted in the state on May 3. Following the clashes, the government had transferred the then DGP P Doungel, a 1998-batch IPS officer belonging to the Kuki-Zo community. The violence also created divisions within the police force, with Meitei personnel posted in the valley areas and Kuki-Zo officers shifted to the hill districts. At the time, the second senior-most officer in the force was C Doungel, a 1990-batch IPS officer and brother of P Doungel. Despite being next in line by seniority, C Doungel could not be considered for the top post because of the ethnic tensions and had to leave Imphal. In this backdrop, the government appointed Singh — who belonged to neither the Meitei nor the Kuki communities — to head the state police.
Before taking charge in Manipur, Singh’s cadre was shifted from Tripura to Manipur. With his elevation as Secretary (Security), Singh will move to Delhi and serve under the Cabinet Secretariat. The post oversees the administrative coordination of the Special Protection Group (SPG), which is responsible for the Prime Minister’s security, besides monitoring VIP security administration. The state continues to remain tense as unresolved Meitei-Kuki clashes are now accompanied by fresh violence involving Naga and Kuki groups. Authorities are trying to rescue at least 14 Kuki-Zo and six Naga individuals who were allegedly abducted amid the ongoing unrest. Singh is likely to be relieved only after the situation stabilises.
