Tehran has suggested that commercial shipping will operate under Iranian watch and that it may collect transit tolls from passing vessels, which the United States has strongly opposed. While a memorandum of understanding to reopen the strait and lift the US naval blockade is scheduled to be signed in Switzerland on Friday, Iran maintains that its control is a lasting deterrent.
