Araghchi also confirmed that blocked funds are part of the initial agreement framework, while stressing that Israel’s withdrawal from Lebanon remains a key condition for further progress. Israel is not part of the memorandum of understanding (MOU).
According to Araghchi, the MOU based on the talks is expected to be finalized within 60 days after the signing of the initial agreement.
