The Cabinet sub-committee on resource mobilisation has focused attention on land acquisition for major projects through land pooling and monetization of lands. The Cabinet panel has directed the officials concerned to speed up land pooling and monetization processes. Focus should be on the lands under the HMDA jurisdiction. The Cabinet sub-committee which met here on Friday discussed about the comprehensive plan prepared for monetisation on HMDA lands. Deputy Chief Minister Mallu Bhatti Vikramarka who chaired the meeting directed officials of the revenue earning departments to effectively coordinate in raising additional resources.
The Commercial Taxes department in particular should strengthen its intelligence and enforcement mechanism for achieving the desired tax revenues. Officials should intensify efforts to secure representation to the State in the crucial GST fitment committee, which would enable safeguarding the State’s interests. Commercial Taxes Commissioner Raghunandan Rao told the cabinet panel that Telangana was ranked third in the country after Uttar Pradesh and Haryana in GST collections. At the same time, the Excise department was directed to make sure that the projected revenue targets for the financial year were achieved without scope for any shortfall.
The department should prepare a comprehensive action plan in this direction and ensure its effective implementation. The Cabinet panel suggested that a meeting with the Revenue officials be conducted to identify assignment lands district wise as well as the Government lands. Finance Secretary Sandeep Kumar Sultania was instructed to conduct a video conference with the district collectors in this regard. Special Chief Secretary Jayesh Ranjan explained the sub-committee members about the progress of land pooling related to three new projects. The Ministers directed the officials to adopt transparent process on the lines of Uppal Bhagayat lands for land pooling for the new projects.
The meeting discussed about the steps needed to speed up the implementation of the Hyderabad Industrial Land Transformation policy. The Municipal Administration department was asked to co-operate in enabling issue of notifications under the HILT policy.
