(AFP photo) Iranian state and semi-official media on Friday outlined the draft agreement with the US aimed at halting the war, claiming sweeping concessions on sanctions, regional conflicts and maritime security, while stressing that negotiations remain incomplete. Reports from the official IRNA news agency, the semi-official Mehr News Agency, and military-linked Tasnim News Agency presented overlapping but detailed accounts of what they say is an emerging framework between Tehran and Washington. The reports come as US President Donald Trump said a deal could be signed within days, even as Iranian officials said no final agreement has been reached. Hormuz Control To Tehran According to IRNA, Iran would not be required to give up control over the strategic Strait of Hormuz under the draft agreement, rejecting any rollback of authority established during the ongoing conflict.
The agency quoted the text as stating that Iran makes “no commitment in this text to cede the management of the strait or the restoration of conditions that existed prior to the American and Israeli military aggression." IRNA said the draft reflects only “the broad outlines of the current text" and is still under finalisation. Separately, Rear Admiral Habibollah Sayyari, deputy chief of Iran’s armed forces for coordination, reiterated Tehran’s position that the Strait of Hormuz remains firmly under Iranian control. Speaking to Tasnim News Agency, he said the IRGC Navy exercises authority over the western approaches of the strait and the wider Persian Gulf, adding that “no vessel can enter without our permission." End To War Across All Fronts, Including Lebanon A central theme across Iranian state media coverage is the claim that the draft agreement goes beyond a simple ceasefire, instead requiring a full end to hostilities across all theatres, including Lebanon. Mehr News Agency, quoting sources close to Iran’s negotiating team, said the draft would ensure “full and immediate cessation of the war on all fronts, including Lebanon", where Israeli forces have been battling against the Iran-backed Hezbollah militia. The reports claim the US would be required to obligate Israel to end military operations in Lebanon, a key Iranian demand in the talks.
Mehr also said the draft contains no reference to merely “extending a ceasefire", but instead emphasises a complete end to hostilities. Sanctions Relief, Assets And Reconstruction Claims According to Mehr, the draft agreement reportedly includes the release of around $24 billion in frozen Iranian assets and the suspension of sanctions on Iranian oil and petrochemical exports. The agency further claimed that the US would be required to present a reconstruction plan for Iran worth at least $300 billion, covering war-related damage and economic recovery. It also reported provisions calling for the lifting of a naval blockade on Iranian ports. Mehr also reported additional conditions, including a 60-day negotiating period for a final nuclear agreement and phased unfreezing of assets, with half released before formal talks begin. Nuclear Talks And Iran’s Red Lines Meanwhile, IRNA emphasised that Iran would only engage in nuclear negotiations within what it called the Islamic Republic’s “fundamental principles". “Issues such as Iran’s right to enrich uranium and the retention of enriched material by the Islamic Republic of Iran will be emphasised with a view to their inclusion in the final agreement," it said. The agency said these issues would be central to any final agreement and non-negotiable from Iran’s perspective.
Meanwhile, Iranian officials and media outlets stressed that the draft remains preliminary and subject to further discussion. Foreign Ministry spokesperson Esmaeil Baqaei has said Iran has “not reached a final conclusion" on any agreement.
