(File) Karnataka Chief Minister DK Shivakumar on Thursday met Prime Minister Narendra Modi in New Delhi and submitted an 18-point memorandum seeking the Centre’s approval, financial assistance and support for a range of infrastructure, irrigation and development projects across the state. The memorandum focused on securing Central backing for major irrigation schemes, pending fund releases, infrastructure development in Bengaluru and the establishment of an All India Institute of Medical Sciences (AIIMS) in Raichur. Among the key demands, Shivakumar sought a special grant of Rs 26,000 crore for Bengaluru to address the city’s growing infrastructure needs.
He also requested early approval for the Bengaluru Satellite Town Ring Road project and additional financial assistance for the expansion of Bengaluru Metro and suburban rail networks. The Chief Minister urged the Centre to provide annual financial support of Rs 25,000 crore for the comprehensive development of the Kalyana Karnataka region, which continues to require focused investment in infrastructure and social sectors. On irrigation, Shivakumar pressed for the early clearance of the long-pending Mekedatu balancing reservoir project and sought continued Central support for the Krishna Upper Stage project. He noted that the revised estimate of Rs 21,167.93 crore for the Bhadra Upper Stage project had already been appraised and requested the Centre to release funds under the Pradhan Mantri Krishi Sinchayee Yojana-Accelerated Irrigation Benefits Programme (PMKSY-AIBP) at the earliest. The memorandum also highlighted delays in obtaining approvals from the Forest and Wildlife departments for the Kalasa and Banduri drinking water projects.
Shivakumar maintained that there were no legal hurdles to these schemes and appealed for expeditious clearances. Seeking broader support for Karnataka’s irrigation sector, the Chief Minister requested assistance under the PMKSY-AIBP, Flood Management and Border Areas Programme (FMBAP) and Modernisation, Command Area Development and Water Management (MCAD) schemes. He further sought a minimum allocation of 40-45 TMC of water to Karnataka under the proposed Godavari-Cauvery and Bedti-Varada river-linking projects. The Chief Minister also raised concerns over pending grants to local bodies. He urged the Centre to release Rs 2,860 crore due to Karnataka’s Gram Panchayats under the 15th Finance Commission for the 2025-26 financial year, stating that the delay was affecting grassroots development initiatives. Reiterating the state’s commitment to accelerating infrastructure growth and improving public services, Shivakumar sought the Centre’s cooperation in implementing major development projects and ensuring timely financial support for Karnataka’s priorities.
