A senior IPS officer serving as Regional Director of the Directorate General of Civil Aviation (DGCA) in Delhi has come under the scanner in a major corruption case that investigators say involved a Rs 3 crore bribery arrangement aimed at influencing an ongoing CBI investigation. CNN-News18 has accessed a copy of a court order related to the case, which sheds light on what investigators describe as a larger conspiracy involving influence peddling, hawala transactions and alleged attempts to secure favourable outcomes in a Central Bureau of Investigation (CBI) probe.
According to the FIR registered by the agency on June 8, under Sections 7, 7A, 8 and 12 of the Prevention of Corruption Act and Section 51(2) of the Bharatiya Nyaya Sanhita (BNS), the IPS officer allegedly assured businessman N Raja and others that he could use his personal influence over CBI officials to obtain favourable results in the investigation. The FIR names the IPS officer along with several intermediaries, including Pradeep Kumar Singh, a former Crime Branch inspector, Rajkumar and Prabhat. Investigators allege that meetings related to the arrangement took place at the Regional Director’s office in Aerocity, New Delhi. During these meetings, the officer allegedly demanded illegal gratification of Rs 3 crore, including an advance payment of Rs 1.5 crore. The CBI’s case states that N Raja subsequently arranged Rs 1 crore through hawala channels. The money was allegedly received by former Crime Branch inspector Pradeep Kumar Singh through a hawala operator. According to investigators, Singh later handed over Rs 50 lakh to Prabhat, who is said to be known to the IPS officer, while retaining Rs 25 lakh at his residence.
The alleged transaction came under scrutiny during a CBI trap operation conducted on June 8. During the operation, investigators recovered Rs 24.70 lakh in cash from Pradeep Kumar Singh and Rajkumar. The court order accessed by CNN-News18 indicates that investigators are examining whether the alleged bribery network extended beyond the individuals already identified in the FIR. In observations recorded while granting custodial interrogation, the court noted the need for police custody to identify other unknown public servants who may have been involved in the conspiracy, trace the complete money trail and determine the ultimate beneficiaries of the alleged bribe payments. The court also emphasised the need to confront the accused with digital evidence and recover additional incriminating material related to the IPS officer’s alleged role in the case. On June 9, Special Judge Sushant Changotra granted one-day police custody of accused Pradeep Kumar Singh and Rajkumar until June 10, observing that further interrogation was necessary for a comprehensive investigation into the larger conspiracy.
