Image/X The inquiry committee constituted to investigate the fatal compound wall collapse at Bowring and Lady Curzon Hospital has found serious lapses by officials and illegal dumping of debris as the primary causes behind the tragedy that killed seven people last month. The incident occurred on April 29, 2026, after heavy rainfall lashed Bengaluru. The collapse of the hospital’s compound wall left seven people dead and another seven injured. Following the incident, the Chief Secretary visited the site on May 14 and directed a detailed probe into the structural failure. What The Probe Found The inquiry report states that the retaining wall built around the hospital premises was originally constructed in 2010 at a height of nearly six feet.
However, large quantities of soil, construction debris and concrete waste had been dumped behind the wall over the years, creating excessive pressure on the structure. The report noted that nearly 22,000 square feet of the area behind the wall had been filled with debris and mud. The debris dumping work had been entrusted to ASR Traders under work orders issued by the Karnataka State Health Development Project (KSHDP) in 2019. Scale Of The Damage “Around 3,600 cubic metres of mud and construction debris had accumulated behind the retaining wall, creating abnormal pressure on the structure," the report stated. It further noted that debris generated during the demolition of old hospital blocks had been dumped without following scientific disposal methods. The committee observed that the retaining wall was never designed to withstand such additional load. “The excessive pressure exerted by the dumped soil and debris caused structural instability and ultimately led to the collapse," the report noted.
A technical assessment revealed that the debris-filled soil exerted a pressure of nearly 3,305 lb/ft on the wall. Drainage Failure Made It Worse The inquiry also pointed out the absence of a proper rainwater drainage system, which resulted in water stagnation and further weakened the structure during heavy rainfall. “The absence of a scientific drainage mechanism increased water retention behind the wall and significantly contributed to the collapse," the report added. Who Is Being Held Accountable The committee has recommended criminal proceedings against ASR Traders and sought disciplinary action against four Health Department engineers for alleged negligence. The officials named include Assistant Engineer Somaraju, Assistant Executive Engineer Mahesh Kumar, Executive Engineer Thimmappa, and Chief Engineer Uday Shankar. The report also highlighted procedural lapses and directed authorities to submit key documents, including the Completion Certificate and Occupancy Certificate related to hospital works executed in 2019. What Happens Next The Greater Bengaluru Authority has been instructed to improve underground drainage and rainwater management systems in the surrounding area to prevent similar incidents in future.
The committee has also ordered the immediate scientific reconstruction of the nearly 200-metre-long compound wall and directed the government to clear all debris from the hospital premises at the earliest.
