Israeli Security Minister Itamar Ben-Gvir has unveiled a plan that would see all of Gaza's population emigrating, following comments by Defense Minister Israel Katz that there was “no real solution for Gaza in the end without this migration” and that the government was “organized and prepared to get them [Palestinians in Gaza] out by sea, by air, by every way possible." Katz said explicitly that Israel was seeking support from US President Donald Trump for the mass emigration plan.

Since January 2026, the US-led Board of Peace has reportedly been working on plans to rebuild the enclave from the ground up — albeit without announcing how exactly it will do that, and what becomes of Palestinians’ private property and their rights of ownership. Amid various leaks of the Board’s plans, the UN and multiple rights organizations repeatedly issued concerns of possible ethnic cleansing, which is illegal under international law. DW asked human rights experts about the legality of the plans — and spoke to landowners in Gaza, who say they simply want to stay on their land and have their right to self-determination respected.
