According to a review of official documents cited in a report by Hindustan Times, the estimated value of the OSM contract rose by nearly Rs 10 crore between the first two tenders issued by CBSE and the final work order awarded to Coempt Edu Teck, despite the scope of work remaining unchanged.

The first two tenders pegged the estimated cost of the project at Rs 28 crore. However, the work order eventually issued to Coempt Edu Teck placed the contract value at Rs 38.46 crore for the same volume of work, reflecting an increase of approximately 37%. The discrepancy becomes more pronounced when compared with the actual work executed. As reported by Hindustan Times, calculations based on the number of answer sheets that were ultimately scanned and the corresponding rates indicate that the total value of the work carried out comes to about Rs 25.39 crore. This means the actual work value was only around 66% of the amount reflected in the work order, even though the volume of work completed was significantly lower than originally envisaged. The number of answer sheets processed was roughly 42% of the volume cited in both the tender documents and the final work order.

OSM has remained at the centre of controversy following widespread concerns over evaluation-related issues that affected students and generated criticism from multiple quarters. The matter eventually led to the transfer of CBSE’s two senior-most officials. CBSE chairman Rahul Singh and Secretary Himanshu Gupta were on Tuesday shunted out of the national educational board. The CBSE on Tuesday opened the online portal for verification of issues observed in scanned copies of answer books and re-evaluation of answers for students dissatisfied with their exam evaluation. The portal was launched after a delay, with the CBSE having earlier said that applications for verification and re-evaluation of answer books were expected to begin by May 29. The board said that the portal will remain open from till June 6 (midnight), and no offline applications or requests submitted after the deadline will be accepted.
