In a move to regulate activities of private organisations and individuals in public spaces, the Karnataka Cabinet on Thursday is learnt to have cleared the Karnataka Regulation of Use of Government Premises and Public Property Bill, 2026, which is likely to be tabled in the ongoing Monsoon session.

The Bill seeks to make permission mandatory for any organisation or individual to seek government’s permission to use public properties and spaces. It will replace an earlier Government Order that has been stayed by the Karnataka High Court. The Bill comes in the backdrop of the controversy over Rashtriya Swayamsevak Sangh (RSS) holding activities on government premises, and the organisation’s Patha Sanchalana to mark its 100th anniversary in multiple places.

However, a Minister, speaking to The Hindu said that it was not aimed at or targeting any specific organisation. “This is not against any one. This is about mandating every

organisation – whether a political party or an apolitical organisation — to obtain permission before using public spaces,” he said, emphasising that it did not aim at curbing RSS activities.
