Bengaluru could be heading for a major overhaul of its parking system, with the draft Greater Bengaluru Area (Parking) Rules, 2026 proposing annual permits for residents who park vehicles on public roads outside their homes. Under the draft rules, residential parking permits could cost ₹15,000 a year for small cars, ₹20,000 for sedans and ₹25,000 for SUVs, along with an additional administrative fee.
The proposal is aimed at regulating the use of public road space and discouraging long-duration roadside parking. It also proposes hourly charges for non-residential on-street parking, ranging from ₹40 to ₹80 for cars, depending on the category of road. Off-street parking would be comparatively cheaper. But the proposal is already triggering a bigger debate: Should residents have to pay to park outside their own homes, or is public road space being unfairly occupied by private vehicles?
