The state government amended the Maharashtra Motor Vehicles (Amendment) Rules, 2026 on Wednesday, introducing stricter language requirements for drivers operating taxis, auto-rickshaws and app-based motor cabs fitted with electronic meters. Drivers who fail to comply with the amended rules could face strict action, including suspension of driving authorisation for up to three months.
Repeat violations could lead to cancellation of driving licences or driver badges. The amendments also extend the Marathi language requirement to permit holders of commercial passenger vehicles. What Do Amended Rules Say? The government has introduced specific changes to the Maharashtra Motor Vehicle Rules, 1989. Working knowledge of Marathi has been added as a prerequisite for anyone applying for commercial driving authorisation under Rule 4. A new provision under Rule 22 requires authorised drivers of app-based cabs to have practical Marathi language skills. The requirement also applies to permit holders under amended Rules 78 and 85. Licensing authorities will determine whether the applicant’s Marathi proficiency is satisfactory. Drivers and permit holders who violate the requirements can face suspension and other penalties. Maharashtra Transport Minister Pratap Sarnaik said the amendments were intended to remove ambiguity in the existing rules and clearly establish the importance of practical Marathi for passenger-vehicle drivers. “Practical knowledge of the local language is necessary to communicate with passengers, understand their concerns, and ensure a safe and convenient journey," Sarnaik said. According to the minister, the requirement is aimed at ensuring that drivers can communicate effectively with passengers and understand their needs while providing transport services. The latest amendments follow the Maharashtra government’s earlier decision to make basic proficiency in Marathi compulsory for taxi and auto-rickshaw drivers from May 1, 2026. Sarnaik said last week that more than one lakh non-Marathi drivers had already completed a course in functional Marathi since the requirement was introduced. The latest amendments now provide a clearer regulatory framework for enforcing the language requirement, with penalties ranging from temporary suspension to licence or badge cancellation for repeat violations.
