He helped oversee the city’s early transformation into the financial and commercial centre it would later become. He moved to Beijing in 1991 as a deputy premier and became a member of the Communist Party’s Politburo Standing Committee in 1993. In 1998, he was appointed premier under President Jiang Zemin.
