Heather Conley, Senior Fellow at the American Enterprise Institute and Deputy Assistant Secretary of State, says dwindling targets and munitions are limiting President Donald Trump's options on Iran as hardliners in Tehran toughen their position. Conley says "nothing has shifted on the ground" in the Strait of Hormuz, with little traffic getting through, and argues Iran continues to view the waterway as a key source of leverage.
