Read Full Story The Ministry of Road Transport and Highways (MoRTH) has introduced safety requirements for tippers and dumpers in India, making it mandatory for these vehicles to have a system to cover their loads while travelling on roads from April 1, 2027. The ministry issued the notification on July 28, 2026, under the Central Motor Vehicles (Twelfth Amendment) Rules, 2026. The notification was published in the Gazette of India on August 7. The amendment modifies the Central Motor Vehicles Rules, 1989, with a particular focus on the way loads carried by tippers and dumpers are secured during road travel. The major change will come into effect from April 1, 2027.
From that date, all tippers and dumpers will have to be fitted with a system that covers the load body from the top while the vehicle is travelling on the road. TIPPER, DUMPER VEHICLES LOAD BODY MUST BE CLOSED A load body is the large container-like section at the rear of a tipper or dumper where materials such as soil, sand, gravel and other bulk materials are carried. According to the Gazette notification, the covering system can be electrically operated, electromechanically operated, hydraulically operated or mechanically operated. In simple terms, this means the vehicle will need an integrated mechanism that allows the load to be covered without relying only on a manually placed cover. The notification also states that any suitable material can be used for covering the roof of the load body. The rules further require the load body to be fully enclosed while the vehicle is moving on the road. This means that once the vehicle begins travelling, the material being transported must remain covered by the prescribed system.
The objective of the provision, as stated in the notification, is to ensure that the "load body remains fully enclosed during road movement". NEED FOR A WARNING MECHANISM FOR TRUCK DRIVERS The new requirement also includes a warning mechanism for drivers. An audio-visual alert system will have to be provided inside the cabin so that the driver is alerted if the load cover is open. An audio-visual system is a system that can provide both a sound and a visual warning to the drivers of a vehicle. If the load cover is open or has not been properly secured while the vehicle is moving, the system will alert the driver. Another important part of the amendment relates to the overall height of the vehicle. THE MANDATORY RULE OF VEHICLE'S OVERALL HEIGHT Under the amended rules by the Ministry, the system installed on tippers and dumpers to enclose the load body will not be taken into consideration when measuring the vehicle's overall height, subject to the provisions specified in the rules.
